Yes, you cannot take a peers title away from them regardless of the crimes they have commited and in the grand scheme of things Lord Black is not really a monster is he, all he did was defraud other rich people and have a few outrageous holidays and parties.

Unfortunately I think he will, he should never have been given it in the first place, and by William Hague, I always thought he was one of the brighter tories. It takes an act of parliament to remove a peerage unless he renounces it himself and Lady Barbara sure isn't going to want him to do that, mind you I think she'll leave him when he goes down. There was an appalling article in that torrid rag the Daily Mail that was actually sympathetic, the guys a crook, bigtime and he should suffer the consequences.
