Why is fema so slow in paying the contractors who assisted in cleaning up after katrina?

will contractors be slow in taking on new jobs for fema?
Answer:
My guess is inefficiency and that FEMA only knows how to promptly send checks to subsidiaries and subcontractor of Halliburton.

Edit: I just saw your second question. Yes. And again I'm suspicious of the reason for the delay. It could be to discourage companies and individuals who are not cronies, who are not Republican enough, or who have not paid bribes.
I would venture to guess that if the truth were to be known there are problems with the invoices and they are being audited to make sure that the government is not being gouged. .
Well, a part of it is certainly the unwieldy nature of ANY contract with the government. Hopefully, the rest of the Federal government will be going to electronic invoicing as the Department of Defense has - very visible, everybody is held accountable, very easy to insist on the conditions of the Prompt Payment Act - pay them within the terms, or pay them interest - no way for the Pay Office to say, "we didn't get that letter/fax/etc" anymore. Unfortunately, a part is the rampant fraud that has already been perpetrated, and the desire of the officials not to become the target for allowing any more of it.
fraudulent claims. they have to weed out what is legit versus what is not, and also verify the amounts that are being charged by contractors are fair market value. not only that but FEMA has its hands tied up in a lot of messes from Katrina including housing, cleanups, claims payouts, etc so it will take a while. government agencies are slow anyways.
