I saw that their minimum wage is 2.65 an hour. Why is it lower than the federal minimum?

Kansas is covered by the FLSA. In this situation where you have a federal law and a state law, the higher standard applies.

Also, in Chapter 44, Article 12 of the Kansas Statutes it states...
(b) The provisions of this section shall not apply to any employers and employees who are covered under the provisions of section 6 of the fair labor standards act of 1938 as amended (29 U.S.C.A. 搂 206), and as amended by the fair labor standards amendments of 1974 and any other acts amendatory thereof or supplemental thereto.
Basically, the provisions under Kansas law for minimum wage DO NOT apply to anyone whose job is covered under the FLSA.
It is covered! Kansas may have its own minimum wage for workers not covered by the federal wage, such as farm workers (I think).
Is the 2.65 per hour listed as the "Standard Minimum Wage" for Kansas or the "Waitserver Minimum Wage" for Kansas. If you research it, the federal Standard Minimum Wage is one amount and the Minimum Wage for people who earn tips (servers, dancers, doormen, etc.) is another. In AZ, before the increase Federal Minimum Wage was 5.15 per hour and the Minimum Wage for those whop earn tips was 2.13 per hour.
All states are covered by federal minimum wage, but it does not apply to all workers. I suspect the 2.65 figure is for workers with tips, who are required by FLSA to make 5.15 after tips are added.
